Vietnam uses a 4 x 6 cm (40 x 60 mm) photo format for its biometric passport (Hộ chiếu), issued by the Department of Immigration (Cục Quản lý xuất nhập cảnh) under the Ministry of Public Security. This format is larger and taller than most international standards, and is portrait orientation. Some older Vietnamese forms and documents still reference a 3 x 4 cm format, which was the pre-biometric standard — the current biometric e-passport introduced in 2021 uses the 4 x 6 cm size. The background must be plain white, and glasses are not permitted in Vietnamese biometric passport photos.

Vietnam introduced its chip-embedded biometric passport (e-passport) as a replacement for the green-cover manual passport, with the new blue-cover design launched in 2022. The photo for the new e-passport is captured by immigration staff on-site during the application appointment at provincial immigration offices or at the national immigration headquarters in Hanoi and Ho Chi Minh City. For Vietnamese citizens applying for passport renewals abroad through Vietnamese embassies and consulates, printed photos in the 4 x 6 cm format are required. Vietnam also has an online passport application service (xuatcanhonline.gov.vn) for eligible applicants where a digital photo is uploaded.
